Not every jurisdiction trains its EMCOMM unit participants as does that of Orange County, CA. Perhaps more could consider doing so, as illustrated in an article by Mike Krueger of Orange County CA RACES in their July 1999 publication "NETCONTROL".
"By now Orange County RACES members should have received training on the new Motorola CRT dispatch consoles at Loma Ridge. Several have asked for explanation of the channels on the consoles. Below is a list":

CLEMARSCA Law Enforcement Mutual Aid Radio SystemVHF
Shared by most law enforcement agencies statewide for mutual aid coordination. Any law agency may use this for such communications or as a backup to their primary channel. CA Highway Patrol and agencies surrounding OC monitor this channel as does Control One.
 
CLEMARSCA Law Enforcement Mutual Aid Radio System800
(Same description, just different channel/frequency)
 
OA-1Operational Area 1Low
Simplex to coordinate disaster response w/i Orange County OA (Operational Area) City/County EOC's, community services districts, sanitation districts, American Red Cross use OA-1.
 
OA-2Operational Area 2Low
Simplex to coordinate disaster response w/i Orange County OA. Elementary, high school districts and University EOC's use it
 
VEPOVolunteer Emergency Preparedness OrganizationLow
repeater channel to coordinate response activities by water districts and municipal water depts in OC OA.
 
CESRSCA Emergency Services Radio SustemVHF
Statewide radio system for conventional radio to radio and for direct communications with the State Office of Emergency Services. It is used to relay timely emergency response information. Control One monitors it for OC.
 
ICALLRPInternational Calling Channel800
US, Mexico and Canada have five frequencies for public safety mutual aid. This is the designated calling channel. Control One monitors for OC.
 
ITAC1RPInternational Tactical Channel 1800
Available to any public safety agency for inter-agency operations or mutual aid. Several repeaters are around the county of each ITAC frequency.
 
ITAC2RPInternational Tactical Channel 2800
Available to any public safety agency for inter-agency operations or mutual aid. Several repeaters are around the county of each ITAC frequency.
 
ITAC3RPInternational Tactical Channel 3800
Available to any public safety agency for inter-agency operations or mutual aid. Several repeaters are around the county of each ITAC frequency.
 
ITAC4RPInternational Tactical Channel 4800
Available to any public safety agency for inter-agency operations or mutual aid. Several repeaters are around the county of each ITAC frequency.
 
USBPUnited States Border PatrolVHF
Operating frequency for San Clemente Border Patrol Checkpoint and is used to coordinate activities between USBP and OC Law agencies.
 
OCTA-5Orange Co.Transportation Authority Channel 5800
Supervisors and maintenance units use this along with OC Sheriff Deputies assigned to OCTA for law enforcement purposes.
 
MED-10Hospital-Paramedic coordinationUHF
Paramedics needing to speak with a nurse or doctor contact Orange County Communications (OCC) for a frequency and Base Hospital assignment on MED-10. OCC will assign a frequency (MED1-8) to the medic and alert the hospital of the incoming call.

    ACS Bulletins

    The Bulletins are addressed to the Emergency Management Agency (with sub-addresses to others) with the intent that the Radio Officer, ACS Coordinator or other unit participant will deliver them to the agency coordinator, and discuss their topics.
