Why officials deny any form of self-activation varies. It can be from a lack of trust of the unit leaders, a desire to enforce control no matter what, an inability to see benefits that can be derived, or policy from higher up in the government.

The concept of self activation can be a sensitive and misleading one, yet serve a vital purpose in some situations. Here is an example where it IS approved by local government.
"The road to natural disaster preparedness is a long and rough one There are many bumps and turns. We have come a long way over the eighty-five years since the 1906 San Francisco Earthquake, but we still have a long way to go. The journey to complete disaster preparedness may be a never ending one.
A car drifts slowly down the beach road by the Pacific Ocean as the driver absorbs the calm interlude. The early morning air is brisk as the sun works it magic on a vast ocean of undulating waves stretching to a distant western horizon.
