While not on the direct subject of communications as such, it does involve a message that could very conceivably exist in an emergency. Imagine you are the one delivering this, and consider the thoughts in the mind of the manager with this decision to make.
One theme that occurs across the years is the quest of Amateur Radio operators for opportunities to be of use in emergencies.
