QUESTION: What is a responder?
REPLY: When we use the term "responder" in the Bulletins and other emergency services and public safety references, we mean those paid and volunteer people whose primary duty it is to report for duty when required or requested to do so. It may be a frequent, if not daily, activity. Most RACES personnel are considered to be or are responders. Where one responds is not important. In other words, a responder may go to the office, Emergency Operations Center, duty station, or to some other assignment in the field. Some RACES and ARES people may not be considered responders because they may serve in a consultant, maintenance, advisory, home station, or in other non-response roles. A responder is trained, equipped, and physically prepared for the response role to be performed.
State responders are approved by this agency when and where to respond. This is generally true of any volunteer attached to any government agency.
