Continuing the topic of RACES history, this material was originally issued as RACES Bulletins 331-333 in 1994 when it was rephrased from a April 1993 Orange County RACES newsletter, "NetControl."
An area of misunderstanding that has arisen is that of RACES relationship to FEMA. Whatever the situation was 50 years ago it is very different today. Even the l991 reprint of an old FEMA document states the matter incorrectly.

In keeping with last week's bulletin on sharing ideas, let's look at how units are staffed and how that staff may be organized for ACS and RACES units which serve a government agency directly.
