California Law Enforcement Radio System (CLERS) CLERS is a statewide law enforcement point-to-point network. It was designed and installed by the State of California. Virtually every county and major city in the state has a control station. It is comprised of 22 separate mountain top relay stations interconnected through the state

microwave system. It permits contact from any member station to any other member station. In addition to counties and cities, the State OES and California Highway Patrol have stations. It is considered the backbone of the statewide law enforcement emergency communications system.

California Law Enforcement Mutual Aid Radio System (CLEMARS) CLEMARS is the California Law Enforcement Mutual Aid Radio System. It should be noted that this is a system not just one channel and is a logical extension of the law enforcement mutual aid concept. The system is provided and managed by the Governor's Office of Emergency Services (OES). A key aspect of its design was to provide a frequency that would allow agencies from different jurisdictions the ability to communicate on common channels. CLEMARS includes frequencies on low band, very high frequency band, ultra high frequency band and 800MHz band. CLEMARS has been designated to permit use of certain channels for necessary day-to-day operations, provided such use does not interfere with a higher priority needed in that, or any neighboring area. This is a tactical system so communications checks should be done with your field units.

OES Fire Net The Fire and Rescue Branch Radio Communications Network is designed and equipped to provide two-way communication both on OES-controlled and ìlocallyî controlled frequencies. This in-place system employs the use of two crossband channels operating through a network of mountain top repeaters interconnected by the state microwave system. Repeaters and microwave interconnect switches are tone controlled. OES Fire and Rescue communication equipment is designed and purchased to support the Statewide Fire and Rescue Mutual Aid System. Therefore, all mobile equipment is available during an emergency or incident to any fire agency upon request.
