- SITUATION ARISES FIRST IN THE COUNTY (rather than a city)
- On approval of activation the County Radio Officer either: a. supplies resources from county communications reserve and/or b. contacts cities in the county for resources.
- County Radio Officer informs the State OES Region Radio Officer (or Communications Coordinator) of the action taken. This is an essential step by County RO to keep the Region aware of events ahead of need!
- Situation exceeds county and its cities' abilities to handle: County Radio Officer (or its communications coordinator) requests aid from State OES Region Radio Officer, Communications Coordinator or EOC for aid.
