"Standard management techniques should be followed within the organization. A social "club think" approach propagated by those with "club syndrome (Good Ol' Boys) virus" can't and won't provide a professional organization.
"Only personnel who qualify for positions (as described in the agency job description) will fill those positions. Those who understand that importance become the valued unpaid professional staff for the agency. Those who do not, and think people have to be paid to do that quality of work, are never seen again.
"If personnel do not meet standards, they should be offered an opportunity to improve and if that doesn't work, they can and should be fired. There have been cases where someone was "let go" justifiably (Editor:fired) and under "club think" by the "Good Ol' Boys" the rest of the organization quit. With that kind of non-professional approach, it was probably the best thing that could happen.
