At the Incident Command post the Operations Section Chief is busy with direct management of incident tactical activities, which includes all activities directed towards

Fixed wing bases are those from which the fixed wing tankers fly. Helibases are locations in and around the incident area where helicopters are parked, maintained, fueled and loaded with retardants, personnel or equipment. Helispots are temporary locations where helicopters can land, take off and in some cases load water or retardant.
The Consolidated Action Plan that the Operations Section Chief is implementing was approved by the Unified Command of the agencies and jurisdictions involved. It was required because: (1) resources from multiple agencies are in use, (2) several jurisdictions are involved and (3) the incident requires changing shifts in personnel and equipment.
